Draft FY 2023-2026 TIP and Air Quality Document for Public Comment

East-West Gateway Council of Governments (EWG) released the draft fiscal years (FY) 2023-2026 Transportation Improvement Program (TIP) and the related Air Quality Conformity Determination & Documentation (AQCD) on July 1, 2022. EWG is now accepting comments from the public on these draft documents until August 4, 2022. The TIP and AQCD will be presented to EWG’s Board of Directors for approval on August 31, 2022. The following fact sheet provides background on EWG, the TIP, and the AQCD.

Draft FY 2023-2026 TIP

The TIP is a four-year schedule of transportation projects planned by various agencies in the St. Louis region. Agencies include Bi-State Development/Metro, Madison County Transit District, local public agencies using federal transportation funds, and the Missouri Department of Transportation. The Illinois Department of Transportation program has not been released by the Governor as of the publication of the draft TIP. Federal legislation requires that EWG prepare and approve the TIP for federal funds to be used on these projects. The TIP must be fiscally constrained and is the short-range component of the St. Louis region’s long-range transportation plan, Connected2045.

The  draft FY 2023-2026 TIP is a listing of federally funded transportation projects scheduled to be funded during the four fiscal years beginning October 1, 2022 and ending September 30, 2026. There are 778 projects included in the draft FY 2023-2026 TIP at a cost of $3.43 billion.

A listing of projects is included in Appendix B of the TIP.  Of the 778 projects, 215 are new projects and 563 are projects carried over or reprogrammed from the prior year’s TIP. Click the button below to view a map showing project locations.

Draft FY 2023-2026 AQCD

The AQCD ensures that the programs and activities proposed in long-range transportation plans and associated TIPs conform to the purpose of air quality State Implementation Plans, which set out benchmarks against which progress is measured in meeting national goals for cleaner and healthier air. The transportation conformity finding relates to those precursor pollutants produced by automobiles and other on-road transportation, generally described as “mobile source emissions.” More information about air quality conformity can be found on EWG’s air quality conformity page.

Draft Section 5307 Program of Projects

The Federal Transit Administration requires that projects supported by Section 5307 funds be provided in a separate list. Bi-State Development/Metro and the Madison County Transit District’s Section 5307 projects in the draft FY 2023-2026 TIP are listed in the Section 5307 Program of Projects (POP).  Section 5307 funds are available to Bi-State Development/Metro and Madison County Transit District for transit capital and transportation-related planning.

Public Comment and Summary

There will be five open house meetings held throughout the region during the month of July. The TIP and AQCD documents will be available at these meetings as well as summaries and posters. EWG staff will be available at these meetings to answer questions. Meeting locations are available here:
