On November 4, 2024, East-West Gateway Council of Governments (EWG) will open a call for project applications for the Surface Transportation Block Grant Program – Suballocated (STP-S), Congestion Mitigation and Air Quality Improvement Program (CMAQ) / Carbon Reduction Program (CRP), and Transportation Alternatives Program (TAP). These funds are available to eligible Illinois and Missouri sponsors.
Applications will be due no later than 4:00 p.m. local time on Thursday, February 7, 2025.

The STP-S Project Development Workbook, CMAQ/CRP Project Development Workbook, and TAP Project Development Workbook provide information on program requirements and describe how to complete and submit applications. The STP-S Scoring Criteria Guide describes the criteria used to score STP-S projects. Sponsor information is required to download project applications. Project Development Workshops
EWG hosted four project development workshops to provide information, including program eligibility and requirements, project applications, scoring criteria, and available funding. Two were hosted virtually and two were in-person. The virtual workshops were November 12 from 9:00 to 11:30 AM (Missouri) and 1:00 to 3:30 PM (Illinois). The in-person workshops were November 13, 2024 (Missouri) and November 14, 2024 (Illinois) from 9:00 to 11:30 AM. Attendance was not required for project sponsors to participate in this funding opportunity, but was strongly encouraged. Project Review Meetings
EWG will host virtual project review meetings for project sponsors. The review meetings provide an opportunity for project sponsors to meet with EWG staff to discuss various components of the proposed project, including project concepts, eligibility, project schedule, etc. Sponsors will be able to sign up for a 30-minute time slot, from 9:00 a.m. – 12:10 p.m., on the following days: January 9, January 10, January 16, and January 17. These meetings are intended for project sponsors that have at the very least a specific project concept to present for review. Sponsors are required to submit a Project Review Meetings Information Form or draft application before the meeting so the panelists can gain some knowledge of the projects they will be reviewing. Each sponsor may bring no more than two projects to discuss in a half-hour time slot. Attendance at these meetings is encouraged, but not required to submit a project application. Registration for the meetings will be available in late-November.
