Surface Transportation Program – Suballocated (STP-S)

The Surface Transportation Program – Suballocated (STP-S) is part of the Competitive Programs that East-West Gateway Council of Governments (EWG) administers.  STP-S projects, like all federally funded transportation projects, are included in the Transportation Improvement Program that EWG develops for the St. Louis region.  STP-S provides flexible funding that may be used by State and local governments for projects to preserve and improve the conditions and performance on any Federal-aid highway, bridge and tunnel projects on any public road, pedestrian and bicycle infrastructure, and transit capital projects, including intercity bus terminals. This program is authorized by the current transportation law, the Infrastructure Investment and Jobs Act (IIJA).

Eligible Activities

STP-S funds can be used for projects such as:

  • Roadway resurfacing or reconstruction
  • Bridge replacement, rehabilitation or preventive maintenance plans
  • Bicycle and pedestrian facilities
  • Traffic flow improvements
  • Transit capital projects
  • Highway and transit safety infrastructure improvements and programs, including railway-highway grade crossings

Projects on roads functionally classified as local or rural minor collectors are not eligible for these funds. Bridges on any functionally classified road are eligible for STP-S funds, however, bridges on roads functionally classified as local or rural minor collectors may be replaced with only minimal connecting road work eligible for federal funds. Bicycle and pedestrian facilities may be constructed regardless of the roadway functional classification.  You can visit the Roadway Functional Classification page to view the functional classification maps.

Eligible Sponsors

STP-S funds are available to eligible Illinois and Missouri sponsors in the jurisdictions in the St. Louis region.

  • A municipality
  • A county
  • A state
  • Bi-State Development/Metro
  • Madison County Transit District
  • Great Rivers Greenway

Other agencies, such as not-for-profit organizations, must partner with an entity listed above.

Project Funds

STP-S projects are funded with both federal and local funds at the following levels:

Illinois Projects

  • Up to 80% federal / 20% local funding for:
    • Construction
    • Construction engineering
  • 100% local funding for:
    • Preliminary engineering
    • Right of way acquisition

 Missouri Projects

  • Up to 80% federal / 20% local funding for:
    • Preliminary engineering
    • Right of way acquisition
    • Construction
    • Construction engineering

2024 STP-S Application Cycle

On November 3, 2023, EWG opened a call for projects for STP-S applications in Illinois and Missouri with applications due February 8, 2024. Applications and supplemental materials can be found on the call for projects page. EWG will host virtual project review meetings for project sponsors. Sponsors are able to sign up for 30-minute project review meeting from 9:00 a.m. – 12:10 p.m. on the following days: January 5, 2024, January 12, 2024, January 19, 2024 and January 26, 2024. Project Applications

On November 4, 2024, East-West Gateway Council of Governments (EWG) will open a call for project applications for the Surface Transportation Block Grant Program – Suballocated (STP-S), Congestion Mitigation and Air Quality Improvement Program (CMAQ), and Transportation Alternatives Program (TAP).
