In 2013, East-West Gateway Council of Governments (EWG) completed the second round of Great Streets demonstration projects,, which included Page Avenue. The round two projects were funded through federal transportation planning grants and local funds provided by the project sponsors.
Page Avenue is located in the city of Pagedale in St. Louis County, Missouri. EWG in collaboration with Beyond Housing, Great Rivers Greenway, the city of Pagedale, and other key stakeholders developed the Page Avenue Great Streets Master Plan. The community’s goal for the planning process was to develop a plan that the city of Pagedale could use to establish a social, economic, and environmentally sustainable “heart of the community” and create a vibrant mixed-use center on Page Avenue that would provide the community a variety of much needed neighborhood services including dining, retail, office, and entertainment opportunities. The planning process for the Page Avenue project included visioning sessions, community engagement and feedback, an examination of existing conditions (e.g. environmental conditions and watersheds, parks and open space, greenways and trails, transit, zoning and land use, roadways), a market study / economic analysis, an urban design analysis, and an implementation strategy for the community.
