The Regional Security department (also known as STARRS) works to bring grant-funded training and exercise activities to jurisdictions and partner organizations throughout the greater St. Louis region, with the overall goal of building and sustaining core capabilities to prevent, protect, respond to, and recover from terrorist incidents and catastrophic events.
Using grant priorities, the Threat and Hazard Identification and Risk Assessment (THIRA), Stakeholder Preparedness Review (SPR), Homeland Security Exercise and Evaluation Program (HSEEP) doctrine, and stakeholder engagement, the St. Louis Area Urban Working Group and its Training and Exercise team prioritizes, procures, and conducts training and exercise opportunities.

L146 – Homeland Security Exercise and Evaluation Program (HSEEP) Training Course
This is an intermediate-level course designed to describe the core principles and processes of HSEEP, its standardized methodology, available resources, and practical skill development, which will assist in developing an HSEEP consistent exercise program. The target audience for this training are those involved in planning, program management, design and development, conduct, evaluation, and improvement planning of HSEEP consistent exercises.

AWR-167 Sport and Special Event Risk Management
The purpose of this course is to develop capabilities for multi-agency collaboration pertaining to sport and special event safety and security. Through activity-based training modules, participants will enhance their ability for planning, risk assessment, training, and exercising practices specific to conducting sport and special events.

AWR-383 Cybersecurity Risk Awareness for Officials and Senior Management
This is a non-technical course meant to develop awareness of cybersecurity risks so that elected officials, appointed officials, and other senior managers are better informed to properly protect the jurisdiction/ organization from a cyber incident. Upon successful completion of this course, participants shall have a better understanding of the cybersecurity risks that their jurisdiction/ organization faces and how to work with their IT teams and other departments to mitigate those risks.

PER-335 Critical Decision Making for Complex Coordinated Attacks
Using classroom instruction, case studies, and practical tabletop exercises, this course enhances the response capabilities of first responders during complex coordinated terrorist attacks (CCTAs). Topics covered during classroom instruction include characteristics of a CCTA, public safety response considerations, command operations and strategies, and critical information about situational and domain awareness.
