Disadvantaged Business Enterprise Program

East-West Gateway Council of Governments (EWG) has adopted a Disadvantaged Business Enterprise (DBE) Program in accordance with Chapter 49, Part 26 of the U.S. Code of Federal Regulations.  The goal of EWG’s DBE Program is to ensure that DBEs have an equal opportunity to participate in EWG’s projects.

DBE Certification Process

In order to be considered a DBE, an enterprise must be certified and registered as a DBE with the appropriate state department of transportation. EWG does not have a DBE certification process.  Entities that are seeking a DBE certification should follow the process set forth by the appropriate state department of transportation.

Contracting Opportunities

EWG’s policy is that all procurement activities be conducted using an efficient and transparent process and in a manner that promotes fair and open competition in compliance with federal and state requirements.  EWG periodically issues requests for proposals (RFPs), requests for qualifications (RFQs), and invitations for sealed bids (IFBs).  The Contracting Opportunities page provides the detailed requirements for each open RFP, RFQ, or IFB.

Potential Consultants / Vendors

Consultants or vendors are not required to be pre-qualified to compete for EWG’s contract awards.  EWG does not have or maintain a pre-qualification program or a list of pre-qualified consultants or vendors.  The qualification or eligibility requirements for a contract award are defined in each RFP, RFQ, or IFB.
