STARRS Subcommittees

STARRS subcommittees provide subject-matter expertise, advice, and counsel to the Board. Their purpose is to develop the regional capabilities to achieve the National Preparedness Goal as is defined by the U.S. Department of Homeland Security. STARRS staff members act as non-voting liaisons to each subcommittee and help coordinate work between subcommittees, EWG, and other STARRS stakeholders. Each subcommittee meets regularly (once a quarter at a minimum), with meeting cadence determined by the needs of each subcommittee.

Subcommittee duties include the following:

    • Create and submit applications for program/project funding
    • Create and submit line items for grant budgets
    • Actively participate in Threat Hazard Identification and Risk Assessment and Stakeholder Preparedness Review (THIRA/SPR) processes
    • Conduct regular meetings and produce meeting minutes
    • Review and approve applications from those requesting subcommittee membership
    • Submit recommendations to the Nominating Committee for which subcommittee membership applications should be approved
