Every year, EWG staff creates a budget tied to a Unified Planning Work Program (UPWP). This document describes each of our agency’s major programs and projects in detail, as well as the funding sources that the agency uses to support them.
The draft of the FY 2025 UPWP is posted on our website and open for public comment through April 8. The public is welcome to submit comments or questions at upwp@ewgateway.org. After the comment period, The UPWP will be presented to the EWG Board of Directors for approval.
EWG’s work focuses on the big picture for the St. Louis region, such as making sure our transportation network is safe, maintained and advancing; monitoring and improving air and water quality related to transportation and overall regional development; ensuring coordinated safety responses in case of major emergencies; and engaging communities and regional stakeholders in planning and outcomes that will positively affect their lives and the lives of their children and grandchildren for decades to come.

EWG is a federally mandated Municipal Planning Organization (MPO). It is tasked with approving all federally-funded transportation projects in the region. MPOs further conduct regional planning and initiatives that enable municipalities, cities and counties to work together for the best outcomes for our region. EWG work and research also enables entities to apply on their own or as a group for significant federal funding in a variety of areas related to quality of life issues, including creating parks, streetscapes, local roadway improvements, infrastructure, pedestrian access and safety, public transportation, and much more.
As an MPO, our agency works to ensure planning in the St. Louis region is continuous, comprehensive and cooperative, engaging all seven EWG member counties and the City of St. Louis.
With Transportation Planning included, EWG’s work is divided into six program areas funded by more than $15 million in local, state and federal funding.

About half of our $15 million in funding is dedicated to Regional Security (coordinated emergency response among municipalities and counties) and Transportation Planning.
Transportation Planning includes projects that focus on transportation system management and operations (TSM&O). The planning prioritizes maximizing the region’s existing transportation system’s efficiency and effectiveness. It further includes projects that focus on transportation system development and design.
Regional Securityensures our member counties, local municipalities, and the City of St. Louis are working together so our region is prepared for major emergencies, including weather, attacks, environmental accidents, and earthquakes. The work is centered through the STARRS program.
Community Planning focuses on regional development, hazard mitigation, and sustainability, including guiding infrastructure investment to positively impact the region’s natural environment, and air and water quality. Programs include managing the federal Great Streets program for both Missouri and Illinois, and building collective action through OneSTL to encourage collaborative sustainability planning and initiatives.
Research and Analysis ensures our initiatives and programs are driven by timely, accurate and useful data and information. The staff continually tracks “Where We Stand” among our peer regions. The work includes GIS Mapping.
Program and Administrative Support helps local governments, the City of St. Louis and county government employees do their jobs more efficiently by providing specific training, support and communication.
Communications and Engagement ensures our region’s residents and stakeholders have access and voice in decision-making, are aware of policy and news, connected and empowered with information, and celebrated for their service. Stay informed:
