208 Plan Amendments

 

Plan amendments to the 1978 208 Water Quality Plan:

Festus/Crystal City Point Source Recommendation (2006) – Jefferson County

In 2006 the U.S. Environmental Protection Agency (EPA) Region 7 approved the request by the City of Festus to amend the St. Louis, Missouri Water Quality Management Plan (208 Plan) Festus/Crystal City point source recommendation to state that wastewater effluent from the Festus/Crystal City Sewage Commission’s wastewater treatment plant is to be discharged to Plattin Creek.

The 2006 amendment only changed the Festus/Crystal City 208 Plan recommendation (found on pages 65) and brought it into alignment with current wastewater treatment technology. The effluent is being disinfected and meets NPDES permit requirements.

Lower Meramec System (including Rock Creek watershed) Point Source Recommendation (2021) – Jefferson and St. Louis Counties

On October 19, 2021 USEPA Region 7 approved the request by the Metropolitan St. Louis Sewer District (MSD), the Northeast Public Sewer District (NPSD) and the Rock Creek Public Sewer District (RCPSD) to amend the St. Louis, Missouri Water Quality Management Plan (208 Plan) specific design and management point source recommendation for the Lower Meramec System in St. Louis and Jefferson Counties, including the Rock Creek watershed in Jefferson County, to state that this area should be served by four wastewater treatment facilities (WWTFs) and their respective designated management agencies. See table below.

The October 2021 amendment only changed the Lower Meramec System 208 Plan recommendation (found on pages 62 and 91) and brought it into alignment with the current situation in the Lower Meramec System, including the Rock Creek watershed. According to the background report prepared by the three sewer districts, it is more cost effective to maintain these existing facilities within the Lower Meramec System than to construct a single regional wastewater treatment facility. These facilities are producing high quality effluent that meets NPDES permit conditions. Additionally, the MSD Lower Meramec facility and the RCPSD Kimmswick facility both discharge directly to the Mississippi River.

Lower Meramec System (including Rock Creek watershed) Residual Waste (Sludge) Management Recommendation (2021) – Jefferson and St. Louis Counties

On October 19, 2021 USEPA Region 7 also approved the request by Metropolitan St. Louis Sewer District (MSD), Northeast Public Sewer District NPSD and Rock Creek Public Sewer District (RCPSD) to amend the 208 Plan sludge management recommendation for Lower Meramec System (Jefferson County and St. Louis County) to state that MSD, NPSD and RCPSD are responsible for sludge management activities within their jurisdictions.

The October 2021 amendment only changed the 208 Plan’s Lower Meramec System sludge management recommendation (pages 148-149 and 151). According to the background report prepared by the sewer districts, due to environmental and management considerations it is not feasible for the MSD Lower Meramec WWTF to act as a regional sludge processing center. For the MSD facilities in the Lower Meramec system area, sludge processing takes place at the Bissel Point WWTF or the Lemay WWTF. The current sludge management activities of NPSD and RCPSD will continue.
