- Community Development Block Grant (CDBG) Program The CDBG program supports community development activities to build stronger and resilient communities. CDBG funds come from the U.S. Department of Housing and Urban Development (HUD). In Missouri and Illinois, cities under 50,000 in population and counties with population under 200,000 are eligible to apply for CDBG funds which are administered by the State. Cities and counties with population greater than that are considered “entitlement” communities and receive funds directly from HUD. In the Missouri portion of the EWG region, “entitlement” communities include: City of St. Louis and Jefferson, St. Charles and St. Louis Counties in Missouri; and Madison and St. Clair Counties in Illinois. Check with these counties for more information about their CDBG efforts.
