In 2009, East-West Gateway Council of Governments (EWG) completed the first round of Great Streets demonstration projects. which included Mancheter Road in St. Louis County. The round one projects were funded through the American Recovery and Reinvestment Act (ARRA).
Manchester Road is located in St. Louis County, Missouri and the corridor spans the cities of Manchester, Winchester, Ballwin, Ellisville, and Wildwood. EWG in collaboration with St. Louis County, the cities, MoDOT, and other key stakeholders developed the Manchester Road Great Streets Master Plan. The goal of the communities involved in the planning process was to use the master plan as a guide for future improvements to and short-term and long-term planning for the Manchester Road corridor. The planning process for the Manchester Road project included visioning sessions, community engagement and feedback, an examination of existing conditions (e.g. traffic, parking, utilities, parks / open space), a market study / economic analysis, and recommendations regarding improvements to infrastructure and other public places such as roadways, streetscapes, landscapes, and lighting within the corridor.
