Doesn’t the region have a Hazard Mitigation Plan (HMP)?

Yes, but it will expire in October 2025. FEMA requires HMP updates every five years, which is why EWG is developing the 2025 – 2030 St. Louis Regional HMP. Your jurisdiction’s participation in the HMP and adopting the resolution must done every five years as well.

Is my jurisdiction required to participate and adopt the new HMP by resolution?
No, plan participation and adoption is voluntary, however, without both criteria being met, a jurisdiction is NOT eligible for hazard mitigation grant funds.

What do we need to do to be eligible for mitigation funding?
Fill out the appropriate questionnaire completely and return it to us at hazardmit@ewgateway.org and have your governing body adopt the 2025 – 2030 St. Louis Regional Hazard Mitigation Plan by resolution.

This is a lot.
Yes, it is. FEMA increased their participation requirements for HMPs in 2023. Each jurisdiction that wants to be eligible for mitigation grant funding, must fill out the questionnaire in order to demonstrate participation (and pass the resolution). EWG has virtual office hours available to help answer any questions.
